President's Budget Proposes New Federal Fee for Retailers
President Obama’s budget for the federal Trade and Tax Bureau (TTB) inserts a new Title in the Federal Alcohol Administration Act, Title III – Annual Fees. The new title authorizes the Secretary of the Treasury to collect a “fee for services rendered to the regulated community at levels not lower than those provided” in order to fund the TTB. It creates three “fee categories” which are outlined below. The fees would be due each year by July 1.
Fee Category 1: $1000 per year in respect of each such premises under his control:
- Proprietors of a distilled spirits plant
- Proprietors of a bonded wine cellar
- Proprietors of a bonded wine warehouse
- Proprietors of a taxpaid wine bottling house
- Proprietors of a brewery
Fee Category 2: $500 per year:
- Wholesale dealers in liquor
- Wholesale dealers in beer
- Every person intending to claim eligibility for drawback under section 5131 of the IRC of 1986
Fee Category 3: $300 per year:
- Retail dealers in liquors
- Retail dealers in beer
- Every holder of a permit issued under section 5271 of the IRC of 1986
We will be working with our national association, the American Beverage Licensees, along with others in the industry to fight this new fee as Congress considers the President’s proposals over the next several months. |
